What Is a Spend Cap on a Mobile Phone?
What Is a Spend Cap?
A spend cap is a monthly limit you set on your mobile account to control extra charges that go beyond your included plan allowance. Think of it as a safety net: your normal monthly plan cost stays the same, but any additional usage that would generate extra charges is capped at the amount you choose.
If you set a spend cap of £10, the most you can ever be charged on top of your plan is £10 per billing cycle. Once you hit that limit, chargeable services are blocked until your next bill date.
What Does a Spend Cap Cover?
Spend caps apply to charges that sit outside your monthly plan allowance. These typically include:
- Out-of-bundle calls and texts (once your included minutes or texts run out)
- Out-of-bundle mobile data usage
- Calls to premium-rate and directory enquiry numbers
- International calls and texts
- Roaming charges outside any included roaming allowance
- MMS picture messages (on most networks)
What a Spend Cap Does NOT Cover
Your monthly plan cost is always charged regardless of your spend cap. The cap only applies to extras. The following are not affected:
- Your standard monthly plan fee
- Device instalment payments (if on a handset contract)
- One-off charges such as late payment fees
- Third-party subscriptions billed through your account (charity donations, app purchases)
Default Spend Caps by Network
| Network | Default Spend Cap | Notes |
|---|---|---|
| EE | £0 | All extra charges blocked by default. You must opt in to increase it. |
| Vodafone | £0 | Extra charges blocked by default on new connections. |
| O2 | Varies | May be set at £0 or a higher amount depending on your plan and credit check. |
| Three | £0 | Extra charges blocked by default on consumer and business plans. |
Why Do Spend Caps Exist?
Since 2018, Ofcom has required all UK mobile networks to offer spend caps to customers. This regulation was introduced to tackle bill shock—the unpleasant surprise of receiving a mobile bill far higher than expected. Networks must let you set a cap at the point of sale and allow you to change it at any time.
How Spend Caps Help Businesses
For business mobile accounts, spend caps are one of the most effective cost-control tools available:
- Predictable costs: Set a cap across your fleet and know your maximum monthly spend in advance.
- Prevent misuse: Stop employees accidentally (or deliberately) running up charges on premium numbers or international calls.
- Roaming protection: Particularly valuable for staff who travel, where a single day of uncapped data roaming can cost hundreds of pounds.
- Budget compliance: Align mobile costs with departmental budgets without constant monitoring.
